Site Announcements — notices students need to know, not buy

Maintenance, exam-timetable releases, new features, holiday hours, warnings. Show each one as a sitewide banner, push it to a student's in-app notifications, or both — and target precisely (a grade, a subject, subscribers…). Different from a Campaign, which runs one sale tied to a promo code. Rule of thumb: want a discount code → use Campaigns; want to inform → here.
